Update: I asked Paul about operating costs (fuel, insurance, etc.) for the Blue Ball and he replied,

About $1500.00 almost all fuel.

At FAR we fly under amateur rules with no insurance, just waivers for anyone close enough to get hurt.

FAR is the Friends of Amateur Rocketry site in Cantil, California where Unreasonable did their testing and the official NG-LLC flights.

I also asked about the possibility of selling the Blue Ball and he said,

I'd always consider selling it or making more and selling them.
